The error occurred because of the NLS_LANGUAGE settings, since some uses Arabic and required ص،م instead of AM, PM.
I modified the time format to be 24hrs. An alternative way is to replace the AM, PM in the insertion method with ص،م. But I recommend using 24hrs format.
